We now know due to many Active Threats and mass casualty incidents nationwide happening weekly, our first responders need to intervene as quickly as possible in coordination with Law Enforcement. The days of waiting are a direct result of death. We are seeking general funding to purchase training equipment and hire specialized trainers to provide training at no cost to all agencies and departments that will greatly enhance and move forward the skills of our local first responders throughout the region and state.

Since 2015, Brown County has been involved with training all first responders. In 2019, a hands-on training was conducted at the Resch Center and over 700+ first responders attended. Our biggest challenge with this type of training is to provide the first responders with as “realistic” of a learning opportunity as possible. Within this challenge, is the ability to offer bleeding control and other ALS skill development. Bleeding control is one of the most important skills to build-upon relating to Active Threat incidents. What can we do to enhance this skill? By providing training mannequins that can bleed. As a result, students can apply tourniquets’ adequately vs. applying them to human participants and thus lacking adequate application.
There is a tiered listing of items. Tiers 1 and 2 purchase training mannequins that are more advanced and thus provide a multitude of training options. This includes advanced skills for the paramedics. The trailer is included in this funding request to make the transport and security of the training equipment more accessible.
Our grant request is supported by the Brown County Fire Chiefs, Regional Trauma Advisory Council, and the Brown County Sheriff's Department. Due to the tight budget constraints, without assistance in funding, the training equipment listed would not be purchased.
Our plan is to have the trailer owned by the Fall prevention Alliance nonprofit and provide insurance to the trailer and equipment. This allows us to purchase under nonprofit exemption We will also supply funding for shelving and storage inside the trailer. The nonprofit will label the trailer with supporting agencies logos. An inventory list will be kept up-to-date and when an agency checks out the trailer an inventory will be done prior to and after use. Monthly master checks to be done by Fall Prevention Alliance staff. Trailer will be stored in a locked location that is undetermined at this point.
